Not only the bishops took part in the vote. The Patriarch of Constantinople, Bartholomew I, insisted on a more democratic procedure that would be in favour of the universal Orthodox Church and would give the Unification Council greater legitimacy. Therefore, each of the bishops was to bring one priest and one parishioner who also participated in the elections.
